CSScaffold

Anthony Short's CSScaffold might be worth a look. It's based on Shaun Inman's CSS Cacheer (which relies too heavily on .htaccess for my liking but which is quite nice anyway). I have yet do decide, though, whether abandoning the official CSS standard is a good idea.
